"package-install-file" helped somewhat: psgml is now listed as
installed.

But I still cannot obtain the psgml functionality. My DTDs are ignored,
Mouse-3 does irritating things instead of bringing up context menus, and
of my drop-down menus only the 1st level can be displayed. Enforcing
sgml-mode does not help.
