Of course.  The goal of Nixpkgs-libre [0] is precisely to remove
packages for non-free software from Nixpkgs.  There wasn’t any consensus
among Nixpkgs contributors as to how to separate free and non-free
packages technically, which is why Nixpkgs-libre is maintained
separately.
