It is a separate project, hosted and maintained separately.

Also, please don’t amalgamate Nix-related projects.  As can be seen at
<http://nixos.org/>, there are several Nix-related projects:

  - Nix, the LGPLv2+ package manager;
  - Hydra, the GPLv3+ continuous build tool;
  - Nixpkgs, the X11-licensed package collection;
  - NixOS, the, ahem, lacking-a-license (!) GNU/Linux distribution.

Of these only Nixpkgs refers to non-free software, which is addressed by
Nixpkgs-libre.  The license terms of NixOS are intended to be the same
as those of Nixpkgs AIUI, but that needs to be formalized.
