I have such a feature planned for a cataloguing tool in which I have
invested a significant amount of work.  This code has not yet been ported
to Perl and Koha, although, that would be next on the roadmap.  I have to
convey the URL privately to protect the CPU, etc. from excessive load.

Apart from that application, there already exists a fair amount of Perl
code for harvesting OAI-PMH records.  Index Data has some support for
harvesting OAI-PMH records.

There are crosswalks for converting the data to MARC or MARCXML. 
Although, semantic level crosswalks may not be specifically UNIMARC. 
Adding UNIMARC semantic support to whatever already exits would be easy.

Some of the more interesting catalogues with records containing a small
number of fields have been converted from MARC to OAI-PMH as the influence
of MARC, as the universal library record syntax, diminishes.
