Why not remove them after 12 hours if we have enough other sources? In
Germany a really large amount of users get a new IP every 24 hours due
to a forced disconnect by their provider. Is this true for other
countries?

Do we need such a vast number of "backup" sources? If the distribution
of a file is so good, we will find new Sources anyway, don't we? I
would say 1-3 times of "normal" sources for backup should be enough.

So there are already "backup" sources in "normal" sources?
