Follow-up Comment #7, bug #57083 (project octave): There is already an open bug report about changing the way the global prefix works, so that the OCTAVE_HOME part is automatically removed / inserted as needed, so that the entire Octave tree is relocatable without needing the "pkg rebuild" step.
