Follow-up Comment #22, bug #41298 (project octave):

Using v6, instrument-control now installs as expected.

Also tested dicom (has cpp tests), statistics (src but no source files),
zeromq (has cc tests), general (has cc test) - all install ok with associated
tests extracted and installed.
