I mean, the person who coded this up obviously has a good enough reason.
I would think that an interface like:

  greyed out "change quote text" with a radio button labelled:
    "I really, really need to change the quote style"

  dialogue (or whatever) to change the quote

  on accept pops up a "If you are planning on quoting like this to
    the regular old usenet, you are basically acting like a jerk, 
    do you really want to do this?"

  then, when they click 'yes', "You are going to break a lot of readers
    and just basically act like a total newbie ...."

  etc.
