That all appears to be all build-stuff.I think Pan uses the local uulib files rather than libgmime-2.0 etc., as uulib has the yEnc stuff included.
Ideally yEnc would be supported in the system library and thus maintained, but given uulib is small and Pan works fairly well this is probably OK.
