section and subsection titles both exported as h3 by the HTML engine

Hi,

The HTML engine exports both section and subsection titles as h3, while
the subsubsection titles are exported as h4. I would have expected
section titles to be h2 and subsection titles to be h3. Is this a bug?
May I push a commit fixing it?
