hosting is that its pull request architecture is inferior, wouldn't
that be a criticism of mercurial itself?

I don't think so.  The pull-request architecture I'm talking about is really the web-interface to managing these things, which is built on top of the base system, be it git or mercurial.  I think the two are roughly equivalent from this perspective.
