If you know someone that's done it and can ask them questions, that's a 
big benefit.

I don't know about Idrisi, but ESRI ArcView can be programmed in Visual 
Basic in a self-contained environment.  They have a fair amount of 
example code and there are decent books on ESRI's ArcObjects library.  
The main problem with that is that the API of ESRI is large and figuring 
out how to get start could be daunting.   Also having agents act on a 
fully general GIS database can be quite slow.
