That means that you are using the wrong LOCALE, you should be using
ru_RU.CP866 or other programs using LOCALE will also make wrong
assumptions.  But then programs may make wrong assumptions about
the character encoding if filenames or file contents.  Is the locale
concept at all flexible enough to handle the possibility that the
filesystem character encoding may be different from the display
character encoding?

If not, does the character encoding implied by the locale correspond
conceptually to lynx's -assume_local_charset or its display character
set or something else?

Or translate all the strings from (e.g.) one Cyrillic charset to another
Cyrillic charset before displaying them?
