Let's see if I can do this in "simple terms".

Most users of lynx are not the people who configured the executable.
Having the ability to determine how a particular executable benefits them
when reading documentation and benefits lynx-dev when handling error
reports from this class of users.

For instance, on my site, I configure lynx.  I have 1000 potential users -
none of whom know that I was the one who configured it.

And I have a tiny site...  Imagine now a site with 100,000 or more college
students...
