Hi,

dtk.cls, the class for typesetting the magazine of the German TUG, loads
the package ngerman.sty by default.  Since therefore you don't need to
load a language support package in the preamble

(setq TeX-parse-self t)

has no effect wrt language support and, e.g., typing " doesn't give a
double quote, but two single left quotes as is the default when no
language support package is found to be used.

I propose the following feature: When dtk.cls is loaded AUCTeX should
switch to support language ngerman unless the "omitgerman" option is
used.  In the latter case the document preamble has to be scanned for a
language support package.
