I wasn't trying to advocate doing so.  It may well be a justifiable
temporary step, though, to motivate fixing it: the problem has been
known for a long time without being fixed, and over that time it has
cost a fair bit in bandwidth.

In effect, it is optional in that it can be disabled by setting
self.gossip to None around line 278 of circle.py.
