On March 20, 2002, Microsoft organized a .NET day at the university of
Stuttgart. Participation was open to everybody and nothing had to be signed.
Damien Watkins, not a Microsoft employee but one of the speakers, mentioned
that MS will make available a BSD version of the CLR, code-named Rotor, in
Summer 2002, and that access to its source code would be granted under a
shared source license. He also made it clear that he was not speaking for
Microsoft.

You can get independent confirmation from Google with the search for "+BSD
