It's not really relevant. Emacs is the unique project that tracks patches in the
bugtracker, so if you don't know yet that bugtracker is used to send a patch,
the only reason you'd use it if you didn't manage to find "sending patches"
section and decided to report a bug about the lack of docs (which would be of
course invalid, but that's not the point).
