It is being used by "standard" Debian packaging procedures
to clearly label a tarball as "this came from upstream" as
opposed to a tarball produced locally during packaging that
contains Debian-related patches which are not (yet)
upstream.
IOW:
- packager downloads our tarball
- calls it .orig
- applies Debian-side patches to a copy of it
- now drops the .orig from the patched copy
- creates .debs from the patched copy
