This is probably not your problem, but I just thought I'd throw this
out there.  Do you have multiple interfaces (virtual or real)?  I ran
into a similar connection problem a while ago and discovered it was
because I had multiple virtual and real interfaces on the host and
cfengine couldn't decide which one to use, so the reverse lookup was
failing sometimes when it came from different IPs.  Once I binded the
server to a specific IP (and made sure is was the same IP the key was 
setup with) the problem went away.
