This, very much sounds like Guile Emacs. Anyone knows how Guile Emacs is 
doing?̊̈ It’s very much looks like vaporware these days :-(
Is upstream considering Guile Emacs as a valid solution? 
Is there any development ongoing? (Official or not?)
