The US navy would be subject to section 508, as a federal institution.

The problem is that most web sites are really there to advertise, not to 
communicate, and most web designers, even when working for 
organisations, like charities, that want to communicate, are looking for 
a good CV for selling their services to the good payers who want to 
advertise.

When advertising, graphics allow you to put across messages that would 
be illegal, as misrepresentation, if stated in plain text.

Charity executives may well also be influenced by what they see on 
commercial web sites and not understand that commercial web sites are 
not about straighforward communication.
