This is (roughly) what the postinst script for the package is doing, iiuc.

You're assuming that everyone running sks is part of the main public
keyserver network, and that no one is running their own "dark"
keyservers or keyserver networks.  While this is probably the case, i'm
not sure that the debian packager can afford to make that assumption for
all users of the package :/
