Hola, en cuando a mi revisión en este documento no he visto errores gramaticales o de ortografía aún (aunque seguiré revisando varias veces), pero vi pequeños errores como "2 espacios" en la linea 15:
"Las entidades estatales deben utilizar sólo formatos de archivos y protocolos de comunicación que sean bien soportados por el  Software Libre."

por

En esta linea 22 encontré un error de mayúscula en el "Software Como Servicio":

sugeriría:
