Why not?

What's wrong - from packagers perspective - to some kind of standard
installation procedure.

Maybe you lack some packaging experience for non-Debian distros. ;)

There are distros like Gentoo who are source-only and/or distros like
Arch where not all the packages can easily move into official repos, so
users have to build from the source and the setup.py greatly simplifies
installation.
