Well - if someone connects too often its his fault anyway.... (thats
what i learned from the mldonkey-banning)
Do they get a message about beeing banned?

  - DonkeyClient: quota limitations:
     * Emule clients can not get more than 1/3 of the upload slots
     * at least one mldonkey client can always enter the queue
  - DonkeyClient: banning mechanism for clients that connect too often
     (don't prevent downloading from them)

Really like those changes....especially the emule slot limitation and
the "mldonkey slot"...It was really about time...
