On my client, with the 1/3 limitation, Emule users still use 85 % of
my upload. Most of the time, my upload queue is only taken by a few
Emule users, and no other clients.

The consequences of this limitation seems to be that:
- There are fewer Emule clients in the upload queue, thus each Emule client
   downloads at a better speed.
- When the few eDonkey(and now Overnet :) ) and mldonkey clients out
   there connect to me, they immediatly get an upload slot, and it
   makes me happy !
