I think a switch can be done between integrating the toolboxes
in the windows to look like a single document interface.
The application itself would still handle several documents.
But I think nobody wanted to stop handling mutiple documents,
the argument is about were to place the button for each document.

The problem with the switch is that we have to define two interface
that work well and to design one is already a hard problem.
So in total you are right in allowing the flexibility for the
developers, but we might decide to keep the choices limited for the users.
