I think people use Arch for merging, but still work on CVS
repositories as the end points.  At least that is what Miles does with
Gnus.

The main point of wanting RefTeX in the AUCTeX repository was to have
AUCTeX developers work on it.  I doubt that a different version
control system would be the path to that.

Looking at Miles' setup seems reasonable.
