Well, C-c to me has the meaning of "killing a program", yes, which,
Emacs terminology notwithstanding, is not the same as exiting a
program (yes, I know that many programs do orderly exits after a C-c,
but to my Windows-tainted eyes, C-c is using violence against the
unsuspecting process).

It is as arbitrary as C-c to killing a program, or C-x for major
commands. And it is (in a Windows context) obviously related to Alt-F4
to close a document.
