so the first source you find will have +4 ... even if it's the most 
popular chunk, even once you have downloaded the chunk. seems to be 
complex for the chunk availability. it would need a dynamic rating 
(does the source still have the chunk i need, is the chunk still rare). 
also, if a source get +4 for a rare file, it doesn't mean it will be 
interesting for a second one
nevertheless, the idea is interesting ...
