As with any proprietary system, we simply release Emacs with that port
broken. It's no big deal: most of the 19.xx series was released with
VMS support broken, and only recently was 27.1 through 28.1 released
with a nonfunctional MS-DOS port.
But that is not likely to happen in the first place.
