mld needs to know which parts were already downloaded. one can say
this is known from files.ini but if you killed mld (or it crashed or
your whole box crashed etc) this file could not be written. or maybe the
file got modified in some way...
so to make sure the file is not corrupted a rehash on every startup is
needed.
